Speech of Delegates from West Ujumchin Banner in 2008 IGC-IRC Without land registration and certificates of collective land ownership, all pasteral villages (Gacha) in Xilingol League could be marginalized from their own lands. 1, From 1985, the local government
of Xinlingol League had facilitated a new land tenure system. By the
Document No. 75 (amended in 1985), each pasteral household got the user
rights of the pasture, whereas there was no any document clearly defining
the ownership of lands. 2, In 1999, the
implementation policy for the Law of Land Management in P.R. China was
amended in the whole nation, by which land registration and applications
for certificate of collective land ownership were issued. Afterwards, a
localized policy was approved in Inner Mongolia Autonomus Region on 28th
of October in 2000, in which land registration and applications for the
certificate of ownership were emphsized again. Moreover, in 2001, the
Ministry of State Land Resources amended another document to reinforce the
whole process above. By now, most of villages in arable areas have
completed that process and been given the certificates. 3, Without
certificates of collective land ownership, local pasteral villages (Gacha)
are losing their access to their own lands and other resources. Many
mining companies are coming, meanwhile large reserviors and power plants
are being set up. All these changes obviously result in water resources
shortage, land degradation ,and even desertification. 4, In West Ujumchin
Banner of Xilingol League, 14 villages (Gacha) issued their applications
for the certificates of collective land ownership on 3rd of
March 2008. By present official regulation, the certificate should have
been given to the applicant within 20 days after the application. However,
there is no any offcial response yet till now even after later
applications on 13th of May in 2008. 5, Nowhere, all
local pasteral villages (Gacha) agree that the certificates of collective
land ownership are critical for the conservation of natural grassland and
the sustainable use of rangeland. We would like to invite those
international experts with interests to come to our homeland. Working
